How do I get a block removed?
ALL outstanding fines must be paid. A five dollar ($5.00) fee per fine is required in addition to the fine amount.
Where do I pay the fines?
The Toledo Parking Violations Bureau is located inside the ParkSmart Service and Information Center, 227 North St. Clair Street, Toledo, Ohio. You must contact this office in person and make payment in full 10 days before you complete any vehicle registration activity. Only cash, money order, cashier's check or valid credit card will be accepted for payment. You will then be given a form to verify payment has been made and registration activity may resume. Important: The Ohio Bureau of Motor Vehicles and Deputy Registrars' offices WILL NOT accept payment for tickets.
What if I want to dispute receiving a parking ticket? How do I go about it?
You have a right to appeal.

Request an Appeal Form from the Toledo Parking Violations Bureau, 227 North St. Clair Street, Toledo, Ohio, 43604 or Click Here to download the Appeal form. Include your ticket number and an explanation of your circumstances, and return it to the Toledo Parking Violations Bureau. A Hearing Officer will review your appeal, make a ruling and notify you of the results by mail.

What are the new parking meter fines?
$10.00 if paid within 15 calendar days.
$20.00 if paid BETWEEN 16 and 30 calendar days.
$35.00 if paid AFTER 30 calendar days.

How do I pay my fine?
You have three convenient options:
1.
Mail - submit a check or money order for the appropriate amount and send it in the Toledo Parking Violations Bureau envelope provided. Never send cash.
2.
In person - visit the Toledo Parking Violations Bureau in the ParkSmart Service and Information Center, 227 North St. Clair Street, Monday through Friday 7:30 a.m. to 5:30 p.m.
3. Online - Pay Fines Online
What happens if I don't pay the fine?
Violators with one or two unpaid tickets may be turned over to an outside Collection Agency.
Those with three or more unpaid tickets will be automatically entered into the DETER System, administrated by the Ohio Bureau of Motor Vehicles (BMV).
What does "DETER" mean?
Drivers with Excessive Tickets Excluded from Registration.
What does that mean to me? How does it work?
If you allow three parking violations to go unpaid, the Ohio BMV will place a block on your vehicle registration activity (renewal, transfer, duplicate, etc.) for all vehicles registered to you, as defined in the Ohio Revised Code, Section 4521.10 (DETER).
What does a "block" mean?
You will be unable to renew, transfer, duplicate, etc. your registration until ALL outstanding fines are paid. You will be unable to renew license plate tags, sell your vehicle(s) or perform any registration-related function until the block is removed.
How does the BMV know what registration to block?
Your license number, vehicle make and model are sent to the BMV when you receive a parking violation. Your Social Security Number (SSN) or Federal Tax ID is entered into their database and the block is applied after failure to pay.
How will I know if my vehicle has been blocked?
You will receive a notice directly from the BMV summarizing outstanding tickets against you. The ticket number, date, and your license number for each infraction will be itemized in this letter.
IMPORTANT
IF A VEHICLE REGISTERED WITH A LEASE OR COMMERCIAL Tax ID IS BLOCKED, THE ENTIRE FLEET WILL BE BLOCKED FROM REGISTRATION ACTIVITY.
Example: if you are a business owner with multiple vehicles registered to your SSN number or Tax ID number, ALL vehicles' registration activity will be blocked until all fines are paid for the offending vehicle(s).
VEHICLES FOR WHICH YOU HAVE CO-REGISTERED ARE SUBJECT TO BEING BLOCKED.
Example: If you have co-signed for a child or family member's vehicle and you incur three or more unpaid parking violations, the co-signed vehicle's registration will also be blocked. |
